On June 19, 2007, Ministry of Finance and State Administration of Taxation announced the readjustment on export rebates for some wood products, which will be formally implemented as from July 1. This adjustment, promulgated ahead of schedule, will, however have no transition in implementation.
The readjustment policy covers 2,831 export items, accounting for 37% of the total in customs tariffs. It has three primary aspects:
1) Export tax rebates for 553 "highly energy-consuming, heavy-pollution and resource-intensive" products, such as some wood boards and disposable wood products, will be eliminated.
2) Rebates for another 2,268 products, described as "easy to trigger trade frictions", including some furniture, fiberboards, and wood boards, will be slashed in varying degrees.
3) The country will scrap the export tax for ten commodities, excluding wood products.
That refers to wood products in this rebates readjustment includes:
1) Eliminating export rebates for part of wood products, including bamboo plywood, multiply wood and plywood whose top ply is made of endangered tropical wood veneer; wood products such as frames and doors and windows made of endangered wood; assembled mosaic floor made of ramin wood or other wood; and furniture made of endangered wood for office, kitchen, and bedroom use, etc.
2) Cutting export rebates for part of wood products, including fiberboard, some plywood, multiply wood, bamboo multiply wood, plywood and multiply wood made of mahogany and ramin wood, some frames and doors and windows, and some wooden furniture.
