According to Manzhouli custom that the importing volume and price of Russian timber totaled 6 million m3 and $ 0.9 billion in the first nine months in 2008, which decreased by 30% and 5% respectively compared to last year. The decreasing of importing volume is mostly owing to Russia’s policy on increasing the log exporting tax and the global financial crisis. According to Russian Government that from the year of 2007, the primary stage of policy implementation, till 2009 the Advalorem Taxes percentage will reach 80% and Specific Duty will reach 50 Euro/m3. At the primary stage, its exporting volume increased, while with the increase of tax, its exporting volume will start to decrease in a large scale.
